Umrah times in 2012

Salaam,
Can someone clarify the times we can go Umrah for 2012.
Can we go after Ramadhan or is it closed until Hajj?
AFter Hajj does it open in Safar?
ANy clarifications would be appreciated.
I keep eharing the rules have changed this year.
